The Demise of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from enemy soil, a capacity provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles targeted at a incoming threat. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly becomes sober acceptance: perhaps the hostile projectile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Following this, a automatic firearm engaged a drone in the vicinity, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This trend will, certainly, endure.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is impossible to force Russia to surrender the land that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, US leadership does minimal to discourage Russia, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Present Conditions

Factually, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
